On October 31, 1977, President “Jimmy Carter’s director of Central Intelligence, Admiral Stansfield Turner…who had no experience with intelligence, decided to cut 820 positions within the CIA Operations Directorate. …For the Clandestine Service, the cuts were a blow from which it never recovered.
