“…on the morning of October 29, 2001, [President] Bush and his senior advisers were bombarded with a new wave of intelligence reporting, much of it deemed credible, that suggested that terrorists were likely to strike the United States again the following week. The reporting indicated that terrorists might use conventional explosives to disperse radioactive material, perhaps in Washington or New York, or that Al Qaeda would use a hijacked airplane to attack a nuclear power plant.”
