“At an economic conference in Shanghai, [President] Bush said one goal of the terrorists who brought down the World Trade Center was to cause a collapse of international markets. For that reason, he said, businesses had to join this American-led fight, even if it meant new security measures and tighter border controls that put a crimp in commerce. ‘Terrorists want to turn the openness of the global economy against itself,’ the president said. ‘We must not let them.’ ”
