In a meeting with Vice President Dick Cheney during October 2004, Defense Intelligence Agency analyst Colonel Derek J. Harvey said that “The M5 division of the Iraqi Intelligence Service gave money and training to recruits from Algeria, Morocco, the Palestinian territories, Egyptian Islamic Jihad. But Harvey saw no link to [terrorist] operations outside Iraq, no evidence of Iraqi intent to harm Americans. Saddam was buying tolerance from Islamists who posed a threat to his own regime.” [The 15th of the month used for date sorting purposes only.]
