“…In October 2003, [approximately a year after his September 26, 2002, rendition and torture by the CIA, Canadian telecommunications engineer Maher] Arar was released without charges, after his wife forced the Canadian government to take up his cause. …A thorough official investigation by the Canadian government cleared Arar of any links to terrorism and concluded that he had…been egregiously tortured. …the Canadian government awarded him $10.5 million in compensatory damages. …[and] also sternly disciplined the responsible public officials.
