“Many countries held Iraqi assets, and Washington had mounted a worldwide effort to repatriate them for the reconstruction of that country. By October 2003 foreign governments and banks had transferred more than $500 million back to the DFI [Development Fund for Iraq], which UN Security Council Resolution 1483 had created initially as a depository for Iraq’s oil and gas revenues, and which the CPA [Coalition Provisional Authority] controlled as a result of regulation that [CPA leader] Jerry Bremer issued on June 15, 2003.” [The 15th of the month used for date sorting purposes only.]
