The Office of Inspector General released an Inspection Report on the CIA’s counterterrorism effort in October 1994, and it read: “[O]ur interview indicated that the prevailing view among FBI field officers and some Department of Justice officials working on counterterrorism is that the CIA witholds [sic] information that the FBI needs for its counterterrorist efforts.” [The 15th of the month used for date sorting purposes only.]
