The Office of Inspector General released an Inspection Report on the CIA’s counterterrorism effort in October 1994. It read: “Relationships with some key FBI field offices and legal attaches are negatively affected by poor professional relationships between CIA and FBI field officials stemming from personal and professional experiences.
