The Office of Inspector General released an Inspection Report on the CIA’s counterterrorism effort in October 1994. It read: “Relationships with some key FBI field offices and legal attaches are negatively affected by poor professional relationships between CIA and FBI field officials stemming from personal and professional experiences. These relationships hamper the counterterrorist efforts of both agencies.” [The 15th of the month used for date sorting purposes only.]
