The Office of Inspector General released an Inspection Report on the CIA’s counterterrorism effort in October 1994. It read: “The most significant weakness of the [counterterrorism] program was an extremely limited ability to provide timely warning of impending terrorist attack. The difficulty in penetrating terrorist groups is the principal cause of this weakness.” [The 15th of the month used for date sorting purposes only.]
