In examining the secret military documents that traced the origins of the coercive interrogation policy at Guantanamo, General Counsel of the U.S. Navy Alberto Mora said: “It began on October 11, 2002, with the request by…[Guantanamo military commander] Major General Michael Dunlavey, for permission to make interrogations more aggressive. …On December 2, 2002, there was the final green light from Secretary of Defense [Donald] Rumsfeld, following the recommendation of his legal counsel, Jim Haynes.”
