“On October 11, 1991, the UN Security Council passed a resolution (UNSCR 715) detailing an intrusive, unlimited monitoring system for Iraq. The intent was to verify that Iraq did not reconstitute its WMD programs–in perpetuity. …the Iraqis had to disarm and accept permanent intrusive monitoring, or sanctions would stay on, permanently. Iraq declared the resolution unlawful and refused to acknowledge it.”
