“On October 10 [2002], the House was poised to vote on the legislation that would grant [President] Bush the power to use military force ‘as he determines to be necessary and appropriate in order to defend the national security of the United States against the continuing threat posed by Iraq’ and to ‘enforce all relevant’ UN Security Council resolutions regarding Iraq. …The measure passed easily in the House on a 296-to-133 vote, with all Republicans but six voting for the measure. The Democrats split, with 126 voting nay and 81 siding with Bush and [House Democratic Leader Dick] Gephardt [MO].”
