"In the wake of the [February 1993] World Trade Center bombing, [perpetrator] Ramzi Yousef became a celebrity in the circles of radical Islam. …Yousef's reputation was only enhanced on April 2 [1993], when the FBI expanded its Ten Most Wanted list to include his name. The bounty was two million dollars. Interpol issued a 'Red Notice' signaling Yousef's importance as a fugitive."
