"By February 1991, American and Allied forces were victorious in liberating Kuwait. But American forces stayed on in Saudi Arabia to patrol the no-fly zones in northern and southern Iraq and to preserve the peace. To bin Laden, the continued American presence on Saudi soil felt like betrayal and he became increasingly vocal and hostile in his opposition to the Saudi royal family as 1991 wore on."
