On October 21, "1994, Congress ratified the Convention Against Torture, which declares that it is the policy of the United States 'not to expel, extradite, or otherwise effect the involuntary removal of any person to a country where there are substantial grounds for believing the person would be in danger of being subjected to torture.' …It applied to people in U.S. custody anywhere in the world, not just within the borders of America."
